Elmore County Clerk Contact
Elmore County uses a unified trial-court case-file structure at the county clerk and Clerk of the District Court level. Julie Kennedy is listed on the county clerk and recorder pages. For court case records, the Elmore County District Court page directs users to the Clerk of the Court at the courthouse address and phone extension below. Recorder functions, marriage licensing, and general county clerk services use the public-services address on American Legion Boulevard.
The distinction is practical. Court case files, certified court documents, FTR audio, sealed-record requests, and older court files are handled through the Clerk of the District Court channel. Broader county clerk or commissioner public-record requests use the county clerk public-record form and may be routed through the public-services or county office contact.

What the Elmore County Clerk Does
The Clerk of the District Court is the local records custodian for court case files when iCourt does not provide the document itself. The office receives records requests, provides certified copies when available, handles copy and audio payment before release, and applies Idaho Court Administrative Rule 32 redaction or denial limits when a record is sealed, confidential, exempt, or too old to contain every document.
- Receives requests for court documents, certified court documents, and FTR audio.
- Uses case number, case name, case type, and specific document details to locate files.
- Reviews requests for sealed, exempt, confidential, or redacted material under court access rules.
- Collects listed copy, certification, audio, postage, and card-processing fees before release.
- Serves as the fallback when iCourt gives status or docket data but not the filed document.
The Elmore Court Assistance Office is separate from the clerk and provides civil self-help information within limits.
The assistance office can help self-represented users find forms, but it does not replace the clerk for official court record copies.
Certified Elmore County Court Copies
A certified copy is a clerk-issued copy that carries an official certification for use where an ordinary printout is not enough. Certified court copies may be needed for legal filings, agency requests, employment-related court proof where lawful, personal records, or another court. Elmore County's judicial records request form has a checkbox for certified documents and lists a certification fee separate from the page copy fee.
- Identify the case number through iCourt Smart Search if it is not already known.
- Complete the Elmore judicial records request form with requester contact details, case name, case type, and exact document requested.
- Check the certified documents option and choose pick-up, email, or mail if the requested delivery method is available for the record.
- Submit the request to the courthouse or email ElmoreRecordsRequest@elmore.idcourts.gov.
- Pay the listed copy and certification charges before the clerk releases the certified document.

District Court structure helps explain why the Elmore clerk is the copy contact for both district and magistrate case records filed locally.
Elmore Court Records Form Fields
The Elmore judicial records request form is more specific than a basic public-record letter. It asks the requester to identify the person making the request, the case, the kind of court matter, the document or audio needed, and whether restricted material is being requested. Complete fields reduce delay, especially when older files, sealed cases, or hearing audio are involved.
| Field | Required | Notes |

| Preferred Delivery | Yes | Pick-up, email, or mail; postage may apply. |

Elmore County Clerk Fees
The judicial records request form lists copy, certification, audio, and card-payment charges. It also says payment is required before documentation or audio is released. When a request involves mail delivery, postage may add cost. When a broader county public-record request is outside the court case file, different public-record fee rules may apply for large, redacted, or labor-intensive requests.
The form also sets timing expectations. It says a records request could take three business days depending on the type of request and the location of the record. The requester must provide a phone number or email address so the custodian can give notice if more than three business days are needed. That notice is important for older files, audio requests, certified copies, and requests that need review for sealing or redaction before release.
| Item | Amount |
|---|---|
| Copies | $1.00 per page |
| Certification | $1.00 per document certification |
| FTR audio CD | $10.00 per audio CD, with possible additional costs |
| Credit/debit payment | 3.5% card fee under Idaho Code 31-3221 |
| Payment timing | Required before documentation or audio is released |
Clerk Forms and Access Limits
The court records request form is the central form for documents, certified documents, and FTR audio. The county clerk / commissioner public-record request form is broader and cites Idaho Code 74-102 and the Idaho Public Records Act for records in Elmore County's possession or control that are not court case files. That broader form allows inspection during business hours or copies and notes that fees may apply for requests over 100 pages, requests needing redaction, or requests needing more than two person-hours of labor.
The broader county form also explains why the reason for a request is usually not required. Elmore County may not ask for the requester's purpose except to verify identity, prevent use as a mailing or telephone list, or protect personal information. Court case files are different because the judicial form asks for a reason and relationship when the request seeks exempt, sealed, or confidential records. That difference keeps ordinary public records and restricted court records in separate lanes.

- County clerk public-records request form - clerk or commissioner records outside the court case file.
The U.S. District and Bankruptcy Court for Idaho is a different court system and not the Elmore County Clerk of the District Court.
Federal records for Elmore County cases are handled through federal clerks and electronic filing systems, not through the local county court clerk.
Online Search and Federal Distinctions
For state trial-court records, iCourt is the online starting point and the Elmore Clerk of the District Court is the local copy office. For federal civil, criminal, or bankruptcy matters, Elmore County is in the District of Idaho Southern Division, and federal records use federal court systems such as CM/ECF and PACER. The federal division map places Elmore County in the Southern Division, but that map does not move state court case files away from the Elmore clerk.
Clerk-counter access is still needed when iCourt shows only a status line, a docket event, or a public hearing setting. Idaho Judicial Branch guidance says general case information is found in iCourt, but records from a case require a computer kiosk at a county courthouse or a request to the clerk's office where the case was filed. For Elmore County, that means the local District Court clerk rather than a statewide copy desk or federal clerk.
The District of Idaho divisional map shows the federal geography that applies when a case is filed in federal court rather than Elmore County District Court.
The map is helpful for routing federal matters, but state court certified copies still go through the Elmore County Clerk of the District Court.
The District of Idaho CM/ECF system is another federal record channel that should not be confused with iCourt.
Using the correct system prevents a state case request from being sent to a federal clerk that does not maintain the Elmore County file.
